Hessenpass mobil and housing benefit

Hessenpass mobil is an offer of the State of Hesse. People with certain social benefits – including housing benefit (Wohngeld) – can use reduced season tickets on public local transport. The pass changes neither the amount of housing benefit nor the competence of the Housing Office (Amt für Wohnungswesen). It is applied for separately from the housing-benefit application and applies statewide, not only in one district.
What Hessenpass mobil is for
Housing benefit eases housing costs. Hessenpass mobil eases the journey to work, school or appointments by opening access to reduced tickets on Hessian local transport. It is a mobility offer, not a housing benefit.
Eligible are people who receive one of the benefits recognised by the Land. Housing benefit is among them. The current decision notice usually serves as evidence. Without that status the offer does not apply; conversely the pass does not create a housing-benefit claim.
Boundary with the Frankfurt-Pass
The Frankfurt-Pass is a municipal card for reduced participation in municipal offers. Hessenpass mobil comes from the Land and aims at local transport. Both can be used side by side if the respective conditions are met.
Neither one nor the other replaces the housing-benefit application. Questions about rent, rent level or the amount remain with the Housing Office. Questions about the ticket remain with the respective transport offer.
Evidence and period of validity
For eligibility you usually present the valid housing-benefit decision notice and an identity document. When the award period ends, the basis for the reduced card often ends as well – until a new decision notice is available, for example after renewal.
A refusal of housing benefit or a switch to a benefit that excludes housing benefit can cause eligibility to fall away. Whether another social benefit also supports Hessenpass mobil follows the Land rules, not the Housing Benefit Act.
Move, separation, changed household
Hessenpass mobil is tied to receipt of the benefit, not to a single Frankfurt district. A move within Hesse can leave the card untouched, while housing benefit must be applied for again because it is tied to the dwelling. On a move out of Hesse the Land offer falls away.
Changes in the household – separation, loss of a member – you report to the housing-benefit authority. Whether relatives need their own reduced cards depends on the respective tariff offer, not on the housing-benefit decision notice alone.
What the Housing Office has to do with it
The office examines the housing-benefit claim and issues the decision notice. It does not sell tickets and does not decide on Hessenpass mobil. Competence for housing benefit remains: Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main.
If a place requires the decision notice as evidence, a copy usually suffices. You need not submit the complete rent and income documents from the housing-benefit procedure there again in full, provided the decision notice clearly shows the award.
No influence on rent level and calculation
Reduced mobility changes neither Mietenstufe VI nor the countable gross cold rent. Tickets are not operating costs in the sense of the housing-benefit calculation. The pass does not appear in the formula of household, income and maximum amount.
Anyone who only seeks Hessenpass mobil without needing help with housing costs finds here the classification against housing benefit – not the distribution of the card.
