First application for housing benefit in Frankfurt

Submit a first application for housing benefit (Wohngeld) in Frankfurt if you do not have a current award. Awarded housing benefit usually takes effect from the month in which the application reaches the Housing Office (Amt für Wohnungswesen) – not only from the decision notice. Months before the application are not paid retrospectively. A first application includes details of the dwelling, household members and income, plus the matching evidence.

From when does the first application take effect?

Under the Housing Benefit Act (Wohngeldgesetz, WoGG), awarded housing benefit is usually paid from the first day of the month in which the application reached the competent authority. The later decision therefore applies back to the month of application. An award for periods before that month is usually ruled out.

So receipt counts, not the day you fill in the form at home. Submit the first application in the month from which you need the benefit. An overview of all routes is under Housing benefit application.

Who submits the first application?

You may apply if you live in the dwelling in Frankfurt and pay the housing costs yourself. That applies to tenants and to owner-occupiers. Whether you qualify depends on the eligibility rules, income, assets and the number of household members.

Anyone who receives a transfer benefit that already covers housing costs – in particular Bürgergeld with housing costs – is usually excluded. Single students and trainees entitled to BAföG or BAB in principle are also often excluded. Details are under Transfer benefits and Who it is for.

Rent subsidy or owner subsidy?

If you rent or sublet, apply for the rent subsidy (Mietzuschuss). If you occupy your own property, the owner subsidy (Lastenzuschuss) is the right route. Both follow the same basic rules on income and household size; the evidence for the dwelling differs.

Countable rent is the gross cold rent without heating, hot water, electricity or a parking space. Frankfurt am Main is assigned to Mietenstufe VI. The maximum amounts are 615 euros (one person), 745 euros (two), 887 euros (three), 1,035 euros (four) and 1,183 euros (five people); each further member adds 149 euros.

Which details and evidence are needed?

The first application records everyone who belongs to the household, their income and the housing costs. Typical evidence includes identification, the tenancy agreement or proof of ownership, payment receipts and income documents for recent months. Self-employed people submit a tax assessment and current profit figures; pensioners submit the current pension notice.

Online or on paper – and where to?

In many cases you can submit the first application as an online application. Paper remains possible. Regardless of the channel, the Housing Office is responsible for dwellings in Frankfurt am Main. Competence follows the dwelling, not the place of work.

What happens after receipt?

The authority checks completeness, eligibility and amount using the statutory calculation. If evidence is missing, it asks for more; that lengthens processing. A high actual rent does not by itself lead to refusal – the part above the maximum is left out of the calculation.

Which mistakes are common on a first application?

Income evidence for individual household members, current rent receipts or the names of everyone living in the dwelling are often missing. In a shared flat each person is often treated as their own household with their share of the rent – that must match the contract.

Another mistake is to apply only after a move or a rent increase and lose the months before. Submit the first application in the month from which you need the benefit, and keep the documents complete.
