Frankfurt-Pass and housing benefit

The Frankfurt-Pass is a municipal card for people with low income. Anyone who receives housing benefit (Wohngeld) in Frankfurt usually meets the social condition for the pass. It opens reduced access to municipal offers – for example culture, sport and education. The pass replaces neither the housing-benefit application nor the decision notice and is issued in a separate procedure.

What the Frankfurt-Pass is for

Housing benefit reduces housing costs. The Frankfurt-Pass starts at another point: it marks that you belong to the group for whom the city provides reduced participation in public offers. Typical are reduced admission to municipal baths, museums or comparable institutions and reduced courses in adult education.

Which places recognise the pass is set by the city. The pass is not a means of payment and not a substitute for the housing-benefit decision notice. It documents the status towards participating places in Frankfurt am Main.

Link with the housing-benefit decision notice

Anyone who has a valid housing-benefit decision notice for a dwelling in Frankfurt can usually use it as evidence of their economic situation. The pass does not follow the award period automatically: if housing benefit ends, the basis for extending the pass often falls away as well.

A refused housing-benefit application does not necessarily lead to exclusion if another recognised benefit is present. Conversely the pass does not create a housing-benefit claim. First you clarify the subsidy towards rent or housing burden through the application and the eligibility rules.

What the pass does not do

The pass does not pay rent and does not change the amount of housing benefit. It influences neither rent level nor maximum. Reductions apply only where the respective institution accepts the pass.

For public transport in Hesse there is a separate state offer with Hessenpass mobil. Both proofs can exist side by side, but do not replace each other. Individual ticket or admission amounts do not belong on this page; what matters is the purpose: reduced participation, not the housing-benefit calculation.

Household members and period of validity

Whether relatives in the same household can use the pass as well or need their own cards follows municipal rules, not the Housing Benefit Act. Children and partners are not automatically covered as in a health-insurance scheme.

Validity is time-limited. After a renewal or a new decision notice, check whether the pass must be extended. A refusal or the end of housing benefit after a move out of Frankfurt can cause entitlement to fall away.

Boundary with the housing-benefit authority

The Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main, remains responsible for housing benefit. Address questions about the pass itself to the issuing office named by the city – not to housing-benefit casework, unless that office expressly handles the pass as well.

For the pass submit the current decision notice and an identity document. The housing-benefit documents (tenancy agreement, bank statements) are usually not needed in full by the pass office if the decision notice evidences the award.

After a move or a change

The Frankfurt-Pass is tied to residence in Frankfurt. If you move the household out of the city, the municipal pass falls away; you then apply for housing benefit at the new place. Within Frankfurt the pass can remain valid while housing benefit for the new dwelling must be applied for again.
