Housing benefit for employees in Frankfurt

As of: August 2026

Yes. Being in work does not exclude housing benefit (Wohngeld) in Frankfurt. The subsidy is aimed at households with low earnings that pay their rent themselves and do not receive Bürgergeld with housing costs included. Precisely in Mietenstufe VI the threshold lies higher than in cheaper cities: a full wage can still be tight if the gross cold rent reaches or exceeds the maximum.

Full-time and still tight – the Frankfurt threshold

Housing benefit is not a substitute for work and not a ground for excluding work. Many households in Frankfurt pay a gross cold rent that reaches the maximum for Mietenstufe VI: 615 euros for one person, 745 euros for two, 887 euros for three. A near-tariff or lower full-time salary may not carry this rent alone and still lies above Bürgergeld.

Exactly this situation – low wages or lower mid-range income plus an expensive city – is the classic case. What lies above the maximum stays uncounted. The three levers are explained on the Amount page. Part-time, mini-jobs and midi-jobs are under Part-time.

Housing benefit despite work, not beside Bürgergeld

Wages count as income. The statutory flat-rate deductions come off that if tax and social-insurance contributions arise – usually 10 per cent per group met, at most 30 per cent. Special payments such as a Christmas bonus are allocated in time. A job change with a changed wage can trigger a duty to notify.

Anyone who receives Bürgergeld and has housing costs in it is usually excluded. Housing benefit and Bürgergeld are not parallel standard benefits. The aim is a household that covers living costs from earnings and only needs support with the rent. The general rules: Eligibility.

Which documents employees typically submit

Besides the tenancy agreement, rent payments and identification the authority needs payslips – usually recent months plus special payments – and if needed the wage-tax certificate. If several people live in the household, that applies to every income. The filterable list is under Documents.

The Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main, receives the application. After a job change the claim can change.

Example: a couple with two wages and a high rent

Example for orientation, not a decision notice: two people in work live in a flat in Bockenheim. The gross cold rent is 860 euros. The maximum for level VI for two people is 745 euros. At most 745 euros therefore enter the calculation; 115 euros stay uncounted. Income consists of two full-time or near-full-time wages in the lower range.

Whether housing benefit is paid depends on countable total income – a euro amount is named only in the decision notice. Further situations: Part-time, Families, Self-employed. Next: Application, Documents, Amount, Eligibility.
