Housing benefit for the self-employed in Frankfurt
As of: August 2026
Yes, self-employed people can receive housing benefit (Wohngeld) in Frankfurt if profit and other income together with the gross cold rent meet the conditions and no priority transfer benefit with housing costs is received. The authority usually relies on the surplus statement (Einnahmen-Überschuss-Rechnung), the last tax assessment and an estimate for the current year. Fluctuating receipts often lead to a provisional decision.
Irregular profit, a constantly high rent
Self-employed people in Frankfurt – freelancers, traders, solo self-employed – pay the same Mietenstufe VI as employees. The maximum is 615 euros for one person and 745 euros for two. A mixed year with weak profit may not carry the gross cold rent in Bornheim or Ostend, without Bürgergeld being received.
Exactly this fluctuation makes the income assessment more involved than for a fixed wage. The other rules on household size and rent remain the same. See Amount, Eligibility and Employees.
Surplus statement, tax assessment and provisional income
What matters is the income expected in the award period. For that the authority typically draws on the last income-tax assessment, the current surplus statement or management accounts (BWA) and a comprehensible estimate for the current year. One-off receipts are allocated in time. Loss years lower countable income but do not replace the duty to evidence the figures.
The award can be issued provisionally and later adjusted against the actual figures. A later higher profit can lead to a repayment, a lower profit to a top-up. The statutory deductions for tax and social insurance apply insofar as corresponding contributions are expected. System: Income.
Which documents self-employed people typically submit
The core includes the last income-tax assessment, a current surplus statement or BWA and – if profit differs strongly from the previous year – a written estimate for the current year. The tenancy agreement, rent payments and identification are added. The filterable list is under Documents.
The Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main, receives the application. If profit changes markedly, the duty to notify applies.
Example: a solo self-employed person with a surplus statement
Example for orientation, not a decision notice: a self-employed person living alone in Ostend pays 658 euros gross cold rent. The maximum for level VI for one person is 615 euros. At most 615 euros therefore enter the calculation; 43 euros stay uncounted. Income is the profit shown in the surplus statement, supported by the last tax assessment and an estimate for the current year.
Whether housing benefit is paid depends on countable profit – a euro amount is named only in the decision notice. Further situations: Employees, Part-time, audiences. Next: Application, Documents, Amount, Eligibility.
