Districts and housing benefit in Frankfurt am Main

Mietenstufe VI applies to the whole of Frankfurt am Main. The same Housing Office (Amt für Wohnungswesen) is responsible everywhere, not a local district or citizens’ office. Whether Sachsenhausen, Nordend, Höchst or Kalbach-Riedberg: maximum amounts, application rules and duties to notify are the same. High rents are a city-wide feature, not the particularity of individual neighbourhoods.
One city, one rent level, one office
The annex to the Housing Benefit Ordinance assigns municipalities to a rent level – not individual streets. Frankfurt am Main stands in Mietenstufe VI. Therefore the same maximum amounts of countable rent apply in every district. An application from Bornheim is not calculated differently from one from Schwanheim merely because the location seems “more central” or “cheaper”.
The Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main, is responsible. There are no housing-benefit outposts in the local districts. Anyone who lives in Gallus, Griesheim or Nieder-Eschbach writes to the same authority. That is explained in context under Competent authority.
Why location still influences the amount
The rent level only sets the cap. The actual gross cold rent enters the calculation insofar as it does not exceed the maximum. In expensive locations the rent paid often lies clearly above it. Then the full rent amount is not counted – but the application does not fail because of the height of the rent alone.
Frankfurt has a high rent level city-wide. That applies to sought-after Gründerzeit quarters as to many locations on the edge where refurbishment, new build and tight supply have driven prices. Housing benefit in the city is therefore not a niche topic of individual neighbourhoods. To place the amounts: Amount of housing benefit.
City centre, Nordend, Bornheim, Ostend
In the city centre, the Bahnhofsviertel, Gutleutviertel and Gallus, dense rental stock stands beside offices and railway lines. Gross cold rents are often high, the flats small. One-person households quickly hit the maximum for level VI, but can still have a claim if income fits.
Nordend, Bornheim and Ostend count as sought-after residential locations. That changes nothing about rent level or office. Anyone who rents here submits the same tenancy agreement and the same income evidence as in every other district. The documents follow the form of housing, not the postcode.
Sachsenhausen, Bockenheim, Westend
Sachsenhausen north and south of the Main, Bockenheim and the Westend show the same pattern: high demand, high rents, the same legal position. Students in Bockenheim or a subtenancy in Sachsenhausen additionally examine whether BAföG in principle excludes the claim – that is a household question, not a district question.
Owner-occupied property in these locations runs through the owner subsidy. For that too the Housing Office is responsible, not the land registry and not the local advisory board.
Höchst, Griesheim, Schwanheim and the west
Höchst, Unterliederbach, Griesheim, Nied, Schwanheim and neighbouring western districts are often described as “cheaper”. For housing benefit Mietenstufe VI nonetheless applies. Many households here also pay rents near or above the maximum – especially after modernisation or in newer stock.
There is no separate “Höchst housing benefit” or an outpost. Applications from the Mitte-West local district go to the same address in Adickesallee. Anyone who moves within these districts stays with the same authority, but usually needs a new application for the new dwelling.
The north and new quarters: Kalbach-Riedberg, Nieder-Eschbach
Kalbach-Riedberg, Nieder-Eschbach, Harheim, Nieder-Erlenbach, Bergen-Enkheim and comparable northern or eastern locations belong fully to the city. New build and detached-house areas change neither the rent level nor competence. Homeowners apply for an owner subsidy at the same office.
Anyone who moves from the surrounding area to Riedberg or Bergen-Enkheim also switches into Frankfurt competence as soon as the dwelling lies in the city. The former municipality is then no longer the contact. Process: Moving home.

What does not differ between the districts
Award period, 15 per cent threshold, exclusion through Bürgergeld with housing costs, rules for students and pensioners – all of that applies city-wide. The Frankfurt-Pass attaches to the decision notice, not to the local district.
