Eligibility for housing benefit in Frankfurt am Main

You can receive housing benefit (Wohngeld) if you occupy a dwelling in Frankfurt am Main yourself, bear the housing costs and follow the rules of the Housing Benefit Act. What matters are the number of household members, countable income and any assets. Anyone who receives Bürgergeld or basic income support with housing costs included is usually excluded. Single students and trainees are often excluded if BAföG or vocational training allowance (BAB) is available in principle. The Housing Office (Amt für Wohnungswesen) takes the decision.

What the eligibility check clarifies

Three figures carry every decision: who belongs to the household, which income remains after deductions and allowances, and which rent or housing burden may be counted at most. If one of these pillars is missing or a statutory exclusion applies, there is no claim – regardless of how high the Frankfurt rent is.

A dwelling in Frankfurt and costs you bear yourself

The authority at the place of the dwelling is responsible. For dwellings in Frankfurt am Main the Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main, decides. That applies equally to all districts.

You may apply if you occupy the dwelling yourself and bear the costs – as a tenant for a rent subsidy or as an owner-occupier for an owner subsidy. Anyone who is only visiting temporarily or has the rent paid entirely by third parties without being contractually obliged themselves does not usually meet this condition.

Household, income and assets belong together

The household includes the people who share the dwelling and form a living and economic community. How many people are counted determines the maximum rent and enters the formula. The boundary is explained on the Household members page.

Income includes ongoing receipts of all household members, reduced by statutory deductions and allowances. The authority also examines assets: substantial assets above the protected amount can exclude the claim even if monthly income is low.

When transfer benefits block the claim

Housing benefit is subsidiary to benefits that already cover housing costs. The overview is under Transfer benefits.

  • Bürgergeld or basic income support with housing costs usually exclude a claim; exceptions are explained on the Bürgergeld page.
  • Single students and trainees are often excluded if BAföG or BAB is available in principle – even after a refusal because of income or assets. Details: BAföG.
  • Unemployment benefit I, child benefit, maintenance or a pension do not by themselves block the claim; they count as income.

Typical life situations

Being in work does not rule out housing benefit. Many households with wages or a salary lie above basic income support and can still receive a subsidy – see Employees. For a modest pension the authority examines the same framework of rent, income and household; more under Pensioners.

For single parents the WoGG provides a separate allowance if at least one minor child lives in the household and no other adult. What eligibility does not prejudge about the amount

If a household meets the conditions, the calculation follows from rent, income and household size. There is no flat euro limit for “too much income”. How the factors work together is under Amount and Calculation.

The local rent level and the maximum amounts only cap the countable rent share; a rent above the maximum does not by itself lead to refusal.

Application, documents and renewal
