Housing benefit for people with disabilities in Frankfurt

Yes, people with disabilities can receive housing benefit (Wohngeld) in Frankfurt if income, household size and gross cold rent fit together and no priority benefit with housing costs is received. At a degree of disability (GdB) of 100, or at a lower GdB plus a need for care, a statutory allowance reduces countable income. That improves the calculation but does not replace the other conditions.
Accessible flats and level VI
Accessible or larger flats in Frankfurt are scarce and often more expensive than the average. In Mietenstufe VI the maximum for one person is 615 euros, for two people 745 euros. Many wheelchair-accessible flats or flats used with assistance lie above that. The excess stays uncounted; the allowance works on the income side, not on the rent.

Allowance by degree of disability
When assessing total income the Housing Benefit Act deducts an annual allowance for each severely disabled countable household member with a degree of disability of 100. The same allowance applies at a GdB below 100 if at the same time a need for care under Book XI of the Social Code exists and home care, day care or short-term care takes place. A GdB of 50 alone without a need for care does not trigger this deduction.
The allowance lowers countable income and can thus first open a claim or raise it. A reduced-earning-capacity pension, assistance provided by third parties and maintenance follow the general income rules. Several entitled household members each trigger the deduction. Overview: Allowances.
Which documents evidence the allowance
Besides the tenancy agreement, rent payments, income evidence and identification the authority needs the severely disabled person’s pass or the assessment notice of the GdB. At a GdB below 100 also evidence of the need for care and the form of care. The filterable list is under Documents.
The Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main, receives the application. If the GdB is later assessed higher, that can influence the current claim.
Example: a couple with a reduced-earning-capacity pension and GdB 100
Example for orientation, not a decision notice: two people live in a flat in Preungesheim. The gross cold rent is 802 euros. The maximum for level VI for two people is 745 euros. At most 745 euros therefore enter the calculation; 57 euros stay uncounted. Income consists of a reduced-earning-capacity pension. One household member has GdB 100; the statutory allowance reduces countable income.
