Yes, pensioners can receive housing benefit (Wohngeld) in Frankfurt if the statutory or occupational pension forms total income and no basic income support in old age with housing costs included is received. The high Frankfurt rent often meets a comparatively modest pension; that is exactly the situation the Housing Benefit Act examines. The claim depends on household size, countable gross cold rent and total income, not on pensioner status alone.

Why pensioner households in Frankfurt often lie near the threshold

Frankfurt am Main belongs to Mietenstufe VI. The maximum countable gross cold rent is 615 euros for one person and 745 euros for two. Many existing and new contracts in the city centre, Nordend or Höchst reach or exceed these values. A pension that would still suffice without a subsidy in a cheaper municipality can be tight here.

If the actual rent is above the maximum, only the maximum enters the calculation. The application does not fail because of the high rent alone. How income and rent work together is under Amount and Eligibility.

Pension, basic pension and basic income support in old age

A statutory old-age pension, a reduced-earning-capacity pension, a survivors’ pension and an occupational pension generally count as income. A basic-pension supplement after long insurance periods reduces countable income through the statutory allowance under the Housing Benefit Act; it makes housing benefit neither automatically possible nor impossible. Anyone who receives basic income support in old age or in the case of reduced earning capacity under Book XII of the Social Code and has housing costs in it is usually excluded from housing benefit. Both benefits at the same time then fall away. Whether housing benefit can avoid the need for assistance is examined by the competent office in the individual case. Which documents pensioner households typically submit

Besides the tenancy agreement, proof of recent rent payments and identification, current pension notices of all pension types belong with the application – statutory pension, occupational pension, survivors’ pension. Example: one-person household with an old-age pension

Example for orientation, not a decision notice: a person living alone in Bornheim pays 682 euros gross cold rent. The maximum for level VI for one person is 615 euros. At most 615 euros therefore enter the calculation; the 67 euros above that stay uncounted. Income consists of a statutory old-age pension, possibly plus a basic-pension supplement.
