Housing benefit in a nursing home in Frankfurt

Yes, anyone who lives permanently in a Frankfurt nursing home and does not already have housing costs covered through assistance towards care or basic income support with a housing share can apply for housing benefit (Wohngeld). As rent the Act uses the maximum for the local rent level – in Frankfurt level VI – plus the heating-cost and climate components. The actual room charge need not be evidenced for that.
Frankfurt is already level VI – the special rule uses exactly this maximum
Residents of a home are treated like tenants if the stay is not only temporary. For rent a special rule of the Housing Benefit Act applies: the sum of the maximum under the local rent level and the climate component is used, plus the heating-cost component. In Frankfurt that is the amount for Mietenstufe VI – for one person 615 euros plus the statutory components.
The home’s actual accommodation charge stays outside for that purpose. Because Frankfurt is already level VI, the figure used is high; a still higher nationwide level is not automatically chosen here. The system of the maximum amounts is under Maximum amounts and Amount.
When assistance towards care displaces the claim
Housing benefit usually falls away if basic income support in old age, assistance towards living costs or assistance towards care already includes accommodation as a benefit. Then there is an exclusion as with other transfer benefits. Anyone who bears the home charge from a pension and their own income remains examinable. Care costs and accommodation must be separated: housing benefit concerns only the housing share in the statutory flat rate.

Which documents home residents typically submit
The set includes an extract from the home contract, confirmation by the home management of the living space, current pension notices, evidence of further receipts, if applicable a severely disabled person’s pass and details of assets. A classic rent certificate of the room charge is often dispensable for the rent side, because the Act uses the maximum. The list is under Documents.
The Housing Office (Amt für Wohnungswesen), Adickesallee 67–69, 60322 Frankfurt am Main, receives the application – the place of the home is responsible. Authorised representatives enclose the power of attorney.

Example for orientation, not a decision notice: a person lives permanently in a nursing home in Frankfurt-Niederrad. As rent the Act uses the maximum for level VI for one person, so 615 euros plus the heating-cost and climate components – regardless of the home’s accommodation charge being higher. Income consists of a statutory old-age pension. Assistance towards care with a housing share is not received.
