Change application for housing benefit in Frankfurt

Use a change application if something changes during a current housing-benefit (Wohngeld) award in Frankfurt that can shift eligibility or the amount – for example a move, household composition or income. Unlike first, renewal and increase applications, the change application in Frankfurt is often still submitted on paper to the Housing Office (Amt für Wohnungswesen). The duty to notify continues to apply alongside it.
What is a change application?
A change application is the formal way to report a change of circumstances to the housing-benefit authority and to ask for a new decision. It usually presupposes a current award. Without a current award the first application is the right starting point.
Not every notification is already a complete change application. The authority needs clear details and evidence so it can adjust, leave or revoke the decision notice. The framework of all application types is on the Housing benefit application page.
Which situations are typical?
Common reasons are a move within Frankfurt or across the city boundary, a separation, a death in the household, a job change with a noticeable income change, or the start of a transfer benefit. Switching from rent to owner-occupation or the other way around also changes the form of benefit from a rent subsidy to an owner subsidy.
- A move to another dwelling – new rent and possibly a new competent authority
- A change in household members that is not a pure increase case
- An income change that noticeably shifts the calculation
- The start of Bürgergeld or another transfer benefit
- Starting or ending self-employment
Why the change application in Frankfurt often runs on paper
First, renewal and increase applications are in many cases possible electronically. The change application in Frankfurt is often still handled in writing on paper. Allow time for post or handing it in at the office, and keep copies.
An informal letter can start the process but does not replace the required evidence. If you use the electronic route for a first application, renewal or increase, do not bury changes there “in passing” if the authority expects paper for them. Notes on the electronic route are under Apply online.
Relationship to the duty to notify
Regardless of the form, the statutory duty to notify applies. Changes of more than 15 per cent in income or rent, changes in household size, a move and receipt of transfer benefits must be reported. If you stay silent, you risk repayment of housing benefit paid in excess.
The change application is the practical vehicle for that report if a new decision should follow. A short note without evidence cannot always fulfil the duty. Conversely, a late renewal does not replace a timely change report during the current period.
Increase, renewal or change?
If the rent or the number of countable people rises and you want a higher award, the increase application is the specialised route – often possible electronically. If the award is ending, the matter belongs in the renewal application, about two months before the end.
All other changes that shift eligibility or the amount, without an increase or renewal fitting, belong in the change application. If in doubt, describe the facts in full and enclose evidence; the authority classifies the case in law.
Which evidence belongs with it?
Depending on the reason: a new tenancy agreement and payment receipts, income evidence before and after the change, a registration certificate or deregistration, a death certificate, evidence of the separation, or a notice of Bürgergeld or unemployment benefit. The basic list is under Documents.

What follows the change application?
The authority can change, leave or revoke the current decision notice. The award can fall, end or – depending on the facts – rise. A change usually takes effect from the time the new circumstances exist and were reported; late reports can trigger repayments.
Against an unfavourable amending notice you can lodge an appeal in writing within one month. Email alone is not enough. If the claim ends, the award stops; a later fresh start runs again through a first application.
